The signer must have acceptable identification, be mentally competent, understand the document and sign voluntarily.
For hospital, nursing home and bedside appointments, please confirm in advance that the signer is alert, able to communicate and able to demonstrate an understanding of the document.

Background checks: Certain New York background checks may require additional certification before apostille processing.
Birth, death and marriage certificates: Requirements vary depending on whether the record was issued by New York State, New York City or a local clerk.
Educational documents: School records typically require certification by the educational institution, notarization and county clerk authentication before submission for apostille.
Other documents: Documents such as Powers of Attorney generally must first be properly notarized before further authentication steps.
